Identify the Department
Determine which government department holds the information you need. This could be a district collectorate, tehsil office, municipal body, or state department.

Write Your Application
Address it to the Public Information Officer (PIO) of the department. Include:
- Your full name and address
- Subject: "Application under RTI Act, 2005"
- Specific details of information you need
- Preferred format (photocopy, inspection, etc.)
- Relevant dates, file numbers, or references

Pay the Fee (₹10)
The application fee is ₹10 which can be paid through:
- Court Fee Stamp
- Indian Postal Order (IPO)
- Demand Draft / Banker's Cheque
- Online payment (for e-RTI)
Note: BPL cardholders are exempt from fees.

Submit Your Application
Submit in person at the office, by post, or online:

Track & Follow Up
The PIO must respond within 30 days. If not:
- First Appeal: To the Appellate Authority within 30 days
- Second Appeal: To the Odisha Information Commission within 90 days
Tips for Effective RTI
- Be specific — vague questions lead to vague answers
- Keep a copy of your application and receipt
- You can ask for information from any public authority funded by the government
- You do NOT need to give a reason for seeking information
- Information relating to life and liberty must be provided within 48 hours
- Third party information requires 40 days (notice period to third party)
